Winter Springs residents were informed today of a reclaimed water outage affecting the eastern service area was caused by equipment failure at the East Wastewater Reclamation Facility. The city commission is meeting tonight with $750,000 of additional spending slated for approval without discussion on the consent agenda. These emergency repairs are NOT included in that agenda. The outage is expected to last for weeks.
Key questions for tonight’s City Commission meeting:
• What equipment actually failed, and how old was it?
• Was this failure anticipated in the City’s maintenance or replacement planning?
• When was the filtration media at the facility last replaced?
• What will the repair cost residents?
• Why was the West plant unable to provide backup reclaimed water?
Over the past several years, state regulators and auditors have repeatedly raised concerns about wastewater system operations. Yet the current Mayor has downplayed these audits, criticized residents who voiced concerns, and even called audit findings a “vindication” for the city.
Yet, after two years, only two of the eight audit findings have been fully resolved. Misspending of tax payer dollars and violations with the city’s water system remain critical, unresolved issues, according to the recent follow up audit.
Some residents have also noted that private irrigation wells exist in parts of the city, including the artesian well in Parkstone. This raises another question: Does the City have any real emergency backup plan when reclaimed water systems fail?
This is not a political issue. It is a basic question of infrastructure management, transparency, and accountability.
Winter Springs residents pay for these systems every month through our rapidly increasing utility bills. Why is the city unable to provide the basic services residents are paying a premium price for? We deserve clear answers.
